I am online trying to print a form for renewing my passport. The information was typed in, however, I am unable to print the completed form. The error message that appears on my screen is: This operation is not permitted.

Try downloading the pdf file, opening directly in Reader, then printing from Reader.

Why didn't it work? What happened? Could you not download the form? What happened when you tried? If you could download the form, where you able to open the form directly in Reader? If not what happened? What was the error message? If you could open the form in Reader, what happened when you tried to print? Where there any error messages?
Just telling it didn't work isn't much to go on. Tell us your browser, your OS, and version of Reader. Then we have a chance of helping you.

I finally printed a blank form & filled it out by hand. However, I can
understand that the more information you have, the better your ability to
help others. That said, here is all of the information I was able to
compile:
I am using:
OS...Windows 7
browser...Google Chrome, version 60.0.3112.78 (Official Build) (64-bit)
Acrobat Reader DC 15.023.20053
I was able to download the pdf version, but, unable to print it:
Passport Renewal.pdf (SECURED) - Adobe Acrobat Reader DC
The error message was: This operation is not permitted.
I tried to export the pdf. The error message was:
Passport Renewal.pdf is password protected and cannot be exported. To
export this document, remove the protection and try again.
I am unfamiliar with the process of removing the protection & hesitant
to change such settings. Any suggestions would be appreciated.

Google Chrome has its own PDF technology and does not use Adobe's PDF plug-in. If the PDF file is secured, then you cannot change it. If it is secured against printing you cannot print. End of Story. I do not know where you went to get the form you are using. I went to the US Official State Department Site to look at what they had there. Is that where you got your PDF file? Did you download the plain pdf file which was meant for Printing and hand-writing the information or did you use there Application form Wizard to fill out the information?

then, clicked on U.S. Passport (see diagram below)
Next, I accessed Can I fill out my application online?
I was able to fill out the entire form, then answered several questions to
see if I would be able to print. Up to this point, everything was going
well. From that point on, I tried printing, downloading the pdf,
exporting, & even using Control P.
Finally, I downloaded the plain pdf file and hand-wrote the information.
I appreciate the additional information you offered. Thanks for taking the
time to try to help!

I was having the same problems trying to print the PDF. I had been using the Chrome browser, so I changed to Internet Explorer and started over. I found I had to get to the official US site, and use the Passport Wizard application in that site. It worked for me. Good luck.

You can't print from the PREVIEW form. Once you click "Next" to read further instruction and check "You have read..." it will generate a final form that you can print.

Hope you are doing well and thanks for reaching out.
What happens when you try to print the PDF file? Do you get any error message? If yes, please share the screenshot of the same for a better understanding.
What is the workflow/steps you are doing, a small video recording would be very helpful.
Please try to download the PDF to your computer locally and then try to print and see if that works.
We are here for help, just need more information.
