Question Regarding Split by Top Level Bookmarks Function in Adobe Acrobat Pro 2020

Hello,

I have a quick question regarding "Splitting" .PDFs by "Top Level Bookmarks" in Adobe Acrobat Pro 2020.

 

Essentially, I have found that when "Splitting" by "Top Level Bookmarks", the "split" doesn't occur where the specific *line* the bookmark is at, but splits at the *page* the bookmark falls on.

I have confirmed that the bookmarks I have "jump" to the correct position within the .PDF with you click on them, so I don't think it is the position of the bookmarks that is causing the issue. Additionally, I have confirmed that all bookmarks *are* in fact "Top Level".

Is that how the split function is intended to work, or am I possibly doing something wrong? I don't see any output options that would allow me to make any relevant changes.
