"do not have sufficient permissions" Trying to reduce file size

Hey Everyone,

Im currently applying for my visa, and the allotted file size for my college transcript is 4MB, but the document is 4.4MB. 

I tried reducing the file size as I normally did and got the message saying I do not have sufficient permissions to "perform that task".  I read somewhere that it might have something to do with the signatures. 

Have you guys had a similar problem? is there another way I can reduce the file size?
