"Link" annotation is not nested inside a "Link" structure element

Hi Everybody

 

I have compiled an alphabetical table of content for a directory of services in Indesign. The table of content  has two columns, the first column lists the name of the service (this is hyperlinked to the relevant page), the next column contains the page number in plain text.

I have exported the draft from Indesign as a PDF. When I put the PDF through a PAC3 test, everthing is OK until it gets to the last 6 entries in the index when it gives the error message:

 

"Link" annotation is not nested inside a "Link" structure element.

 

Guidance on the internet says that a Link should have nested within it the text and link annotation 'Link - OBJR'. I believe that the 6 entries fulfill this requirment, the only difference is that the text is held in a Span tag. These entries appear to have the same format of as all of the other (800) entries in the index. I am a bit confused as to what to do next, does anybody have any suggestions?
