"Raise without Handler" Error when combining with preview enabled

Issues with Combining PDF files in file explorer with Preview enabled ERROR Message "Raise without Handler"

I uninstalled and reinstalled and made sure to accept the EULA per this document of a user with the same issue this unfortunately did not help

We have done a full reimage of the device still same issue.

Note, combining works fine if we disable preview in File Explorer or combine for within the Adobe app directly It is very important for my user that this work in File Explorer with Preview enabled 

Any Ideas appreciated.

Would you mind using the app in Compatibility mode for Windows 8 to see if the issue persists?
