I have a user who is receiving the raise without handler error when trying to combine pdfs in File Explorer, which also causes File Explorer to crash. I have tried completely uninsalling and reinstalling using the Acrobat cleaning utility, as well as trying to run EULA.exe and reaccept the EULA. The EULA fix works temporarily but there seems to be some issue witht he PDF being open in the preview pane then trying to combine, as it triggers this error again. If I disable the preview pane and restart Adobe and File Explorer the issue goes away, but it is very inconvenient that both features cannot be used at the same time. Has anyone run into this issue before or have an explanation for why the preview pane in W10 File explorer is causing issues with the pdf combine feature in Acrobat?

It is not fixed for us. With that said, we no longer receive the "Raise without handler" error message. Instead, Acrobat opens but is blank. The selected files are not listed to be combined. When we swap back to using a third-party solution for our PDF preview handler, Acrobat will show the files for combining.

With all due respect, and this is not personal, no. First, you ask us to test when you should have tested before ever coming back to your user base. How do you not know if this should be resolved or not? Second, you then ask us to do more work for you? No. We are an (over) paying customer. You want my help? I charge $250 an hour with a 4 hour minimum. Hire me, and I will happily provide you further information. Until then, no.
This issue is not unique to our environment. That is clear by this forum post. You should be able to recreate, and test, the issue. Figure it out and fix it.
We have multiple, severe, issues in our environment now because of your software. Both the August and September updates have wreaked havoc in our environment. While this one, relatively speaking, is minor, the fact that you would expect me, again, an (over) paying customer to do more of your work for you is, well, flat out insulting. Fix. Your. Software.
As an organization, we are so fed up with you, Adobe, that we are now actively looking to move to another solution for PDFs. Fix this issue, don’t fix this issue, personally, I do not care. You all, as a company, have created so much work for me, and now you want me to do more work to help you? Again, insulting. You all are failing left and right. Fix. Your. Software.

We have this exact issue on Windows 10 and Windows 11 64-bit with latest 32-bit version of Acrobat Pro.
I even installed a fresh Windows 11 for the user with all updates, then installed Acrobat Pro, and tried to combine PDFs and this issue occurred where file explorer seems to lock up then Acrobat shows the Raise without handler pop-up.
Note that the user uses Preview mode in File Explorer which is necessary for their work.
Upon further testing, I found what appears to be a fix: I removed 32-bit Acrobat, installed 64-bit. The problem persisted until I disabled New Acrobat.
So for us, the problem doesn't occur on 64-bit Acrobat Pro with New Acrobat disabled.

Correction: this issue doesn't occur on 64-bit Acrobat with New Acrobat disabled on Windows 11, but it does still occur on Windows 10 with same version and options.

Has the issue been resolved yet? The "solution" posted here does not fix the issue and our users are still seeing the same error when attempting to combine PDFs.
