Readable but unsearchable pdf file, how to fix?

I come across a PDF user manual that cannot be fully searched:

For example, in page 30, item 6, 6th word is "SCAN". Yet, if I search the document for "scan", it is not found.

If I highlight and copy the word "SCAN"  from the pdf file and paste it into word, I end up with jibberish.

 

SCAN is not the only word like this; the word "EDIT" is also broken. Only some of them can be found via search.

 

Any idea what is going on and how I can fix this pdf file so that words can be searched? I have adobe CC subscription.

We are sorry for the trouble. We have checked the PDF file from the link that was attached. 

 

The PDF file contains renderable text (Renderable text" is the text you'd have as PDF page content when you output a PDF from an authoring file -say an MS Word file) and thus the recognize text tool is not working and some of the text is not searchable. 

 

Please refer to the solution 2 in the help article (https://helpx.adobe.com/acrobat/kb/error-could-perform-recognition-acrobat.html) to fix the issue and see if that helps.

Note:  The quality of the document may vary.
