Readaloud not pausing between TOCI elements

I have an autogenerated Table of Contents from Word and when I convert it to PDF and readaloud there is a pause between elements within the TOCI but not between TOCIs. It sounds like:

Contents[pause]Table of Contents[pause]2Welcome[pause]5Child Welfare Education Program Staff...etc.

Instead it should be:

Contents[pause]Table of Contents[pause]2[pause]Welcome[pause]5[pause]Child Welfare Education Program Staff...etc

I have attached the PDF if you want to give it a listen. Looking at the page structure It looks like everything is propperly tagged with the text propperly encapsulated by the TOCI tag. For some reason it is just not pausing between TOCI elements.

Any thoughts?
