Redact option not working on some docs

I am using Mac OS Catalina.  I use the redacting tool for my work.  On some documents that have been scanned the redact option will not work. It will highlight to redact the line above and or below but not the exact text I need to redact.  I had someone else try and it did the same thing to them.  I need this option for the job.  Any thoughts on why it will not work?

I am using the lastes version of Pro DC. Purchased on 12.4.2019

Is it possible you have a PDF with images of text and not actual text?

These are scanned docs but for some reason it works on some pages and not others. I really think it's a bug. For example if there is a line of text and a page break line runs through it, you can't redact. Also, I find on some text that has been scanned (same page) it works and then it does not. This is using the click hightlight option.  A co-worker told me it's been this way and you have to manually highlight to get it redacted. I hope Adobe fixes this soon as the redact is a very important tool.  Thank you for taking the time to respond.
