Redactions Area too Large

When trying to selection an area for redaction, the size is too big.  How do I resize the selection to be the same size as the text?

Hold down Ctrl when creating the Redaction markup and you'll be able to control its exact size.

I read on another forum if you save as a pdf from your browser using Crome, it screws it up.  So I printed the documents and scanned it, and then everything worked fine.
