I am having the same problem described at this link:

The answer given describes the problem well but does not indicate how to replace line breaks with paragraph breaks after paragraph-ending lines.
Can someone help me?

This is something that needs to be done in the original file format. Do not attempt to do it in a PDF file...
If you don't have access to the original file, export the PDF to an editable format (Word/InDesign/etc.), make the changes there and then create a new PDF file from it.

Acrobat is not a text processing program. It represents a printed version of your document. The editing capability has been added afterwards. Editing the PDF file and not the source file should be the exception, not the rule.

This is indeed an exceptional case, because I cannot work from the source (Word) file because the pagination is different, and for what I need to do the pagination needs to remain as it is in the PDF.
So, please, if there is an "exceptional" way of replacing line breaks with paragraph breaks, please tell me.
