rotation not saved

I use Adobe Acrobat DC. 

I want to save an rotated document, but is doesn't work. 

When rotated and closed a document , the rototation is not saved. 

I've tried it with online rotating (adobe.com) but this isn't the solution. 

What's the problem?

In Adobe Acrobat rotate the pages. Doesn't rotate the view.

You must use "Rotate", not "Rotate view".

I understand the difference in the buttons.   I rotate pages.  It opens properly in acrobat, but never opens properly in reader after I saved with the rotations.   Makes no sense.
