Saving InDesign as X1 PDF vs High Quality Print PDF produces different blacks

Depending on which PDF export setting I use, I'm getting different treatments in the 100% black band on my art. (It's important to note that the black band is inideed 100%, with no filters or blending treatments.) Saving as X1 or X3, as required by the publisher, creates a darker black where it sits on top of the background photo as well as a slight ghosting of that background image; the rest of the bar is paler and "solid".  Saving as a High Quality Print during test drives shows a uniform (though less rich) black all the way across. 

 

Does anyone know why this happens in the X1 and X3 process and/or how to remedy (short of adding the black bar to my base background art in photoshop)?

Tech info: I'm on a Mac OS Ventura 13.5.1, InDesign 2024 V 19.1, and Adobe Acrobat Pro 2023.
