Show Scrollbar

At my employer, we pass certain Adobe files around to different agencies to do various things. Everytime I receive it back from one agency, the scrollbar is always missing. I've scoured the show options, I've done random google searches for hacks, I've tried all of the things that have been mentioned in this forum to no avail. I reached out to my IT department and it stumped them. When I try to get support from Adobe, they tell me to contact my company's designated administrator and gives me no other options for talking with someone. I've already tried and my company doesn't know. Can anyone help or give me a phone number for a real Adobe person?
Thank you!
Sabrina

I appreciate your suggestion. I have checked, rechecked, and tried every combination in my Show/Hide menu possible to get it to show up and it doesn't work, but thank you!

Just thought about this setting:

If you're referring to the "Restore last view settings when reopening documents" I'm super happy to know this is here, but doesn't help in this situation because when they send the document back to me they've resaved it without the scroll bar. I don't know what the layer state refers too, though. Just in case I mimicked these settings and it didn't bring up the scroll bar.

I just had a tech help me. Place hand tool on a page and slide it over to the right until you touch the skinny gray scroll bar and pull it up and down. Don't ask me why it works. I hope this helps?

Thank you for that suggestion. It actually didn't work either, but since you wrote, the scroll bar began showing up and has magically each day since. After discussing with my IT person, it sounds like my organization was needing to update Adobe to fix the bug.
Thanks to everyone for suggestions!
