I'm trying to prepare a form where the signer doesn't need to fill out all signature fields. When I test it the digital signature fills all the signature fields. How do I stop this?

Please try using the Acrobat Sign feature in Acrobat. Using the feature, you can assign the form fields to individual recipients.

An Adobe Sign form is really the best option, unless there are complex calculations involved.
However, just to answer the issue. The signature fields need to have different names. They are all filling in because they have the same name.

You can't have more than one copy of a signature field with the same name. If they are duplicate fields with the same name then they are not signature fields, but something else (like a text field).
