somehow/someway get rid of lines

Hello,
Work has dumped some PDF editing on to me.
I'm working with 3 word files. The 1st word file was easy, and the second file hasn't been too bad except for one thing that's about to drive me crazy.
It'd be easy if I could attach the file, but don't notice a way to insert an attachment.
Seeing the attachment below, the question under What needs all that space for the user to put in an answer.
However, it seems OCR has made each independent line you see below as a a text box. Meaning, there are many text boxes.
I'd like to delete each text box there and replace it with one big text box. For some reason, deleting the text boxes still leaves the lines that you see in the picture.
Is there a particular way to get rid of the lines?

If you go into Edit mode (this occurs when you select the Edit PDF tool), then you can select the lines and delete them.

If you want to get rid of the lines only when a user type information into the form field, I would look at adding a script that would change the fill color from transparent to white or the background color if there is data in the field. This approach would keep the lines in a blank form and if printed without any data in the fields would allow filling-in the form with lines for manual input.
