Stacking toolbars in DC

Adobe Acrobat X Standard had two horizontal toolbars stacked on eachother at the top of the screen. Adobe Acrobat DC only has one toolbar, and to access the tools that do not fit, I need to click the elipses. I find this to be a workflow slowdown. Maybe I just do not know how to configure a double toolbar?
