This is the most annoying "feature" of Acrobat that unfortunatley still persists in 2023.

Yep, the configuration change does not help at all.

Configuration change will work if you disable the new interface and switch back old interface ("Disable New Acrobat Reader" from the main menu)

To stop the tool pane from opening each time you open a PDF, you can go to the View menu -Toolbars and uncheck the box next to the "Toolbar" option.

There is no such menu item called Toolbars nor is there a "Toolbar" option.
Instead, I tried "Disable New Acrobat Reader" from the main menu, and it worked.
