As you want to stop Tools pane to appear when opening a pdf, try the steps given in the following help document for the same: Permanently close the Tools pane in Acrobat Reader DC

Configuration change will work if you disable the new interface and switch back old interface ("Disable New Acrobat Reader" from the main menu)

To stop the tool pane from opening each time you open a PDF, you can go to the View menu -Toolbars and uncheck the box next to the "Toolbar" option.

There is no such menu item called Toolbars nor is there a "Toolbar" option.

Instead, I tried "Disable New Acrobat Reader" from the main menu, and it worked.
