Submit button works in preview but not elsewhere

We're using Adobe Acrobat Pro DC version 2019.010.20069
I'm volunteering for a non-profit that would like to be able to allow parents to download a child registration form pdf, fill it out, then click on a submit button within the pdf that will email the filled form directly to a designated email for the company. The form is completed, the button is in place and we can get it to work in preview mode; however we've tried a few different save-as options and none of the subsequent files have submit buttons that work on user computers.
I've tried two different versions of the submit button, one uses "submit a form" action and the other uses javascript, both button versions work in preview.
For these two button versions I've tried "Save as (Adobe PDF Files(*.pdf))", "Save as Other > Reader Extended PDF > Enable More Tools (includes form fill-in & save)", I also tried "Distribute form (for review)" (wasn't editable as intended on the cloud). For the downloadable files I've tried opening them with web apps (Doc Hub, Lumin pdf), and Adobe Reader Touch and the "Submit" button still won't work for any of these configurations. We wanted to be able to have a simple form that doesn't require additional downloads on the users' end; if there's a way to do this with more javascript we're willing to look at it but if we can just get the "Submit a form" action to work that would be great for them. Once I leave so does my programmer analyst/web development background. I was hoping to leave them with something they could maintain without any specialized expertise, maybe just a little training.
Any information that could help us troubleshoot what's going wrong here would be greatly appreciated, I tried calling on their behalf but couldn't get very far because the support guy needed the registered email address (I still don't understand why) and I don't know if it's under the manager's, unit director's or other employee's email address to see what the account has access to. They paid for one month's subscription so that we could publish the document before my time with them was up.

Look closely at the target address. Does it start ”mailto” all in lower case: then a colon; then the email adddress. No space anywhere. You must be exactly like this, no Mailto:xxx, no mailto: xxx. And you must submit from Teader, not a browser and not an email app.
Bu the way support needed the licensed email address so they can confirm your subscription is active. They won’t support expired or trial apps.

The original problem says it works in preview. I have same problems. Can do sumit to send e-mail in Adobe Preview of a Form, but not able to use in the PDF outside of Adobe Pro. Why would Adobe have such a feature if only usedable in Adobe. There are even many YouTubes that show you how but never demo outside of Adobe. What's up?

Adobe Acrobat complies with all PDF specifications (aka ISO 32000 Standard), including AcroForms functions.
If some other software publishers don't do the same, and prefer to offer low-end software, that's their business. It's up to users to choose what's right for them.

The issue is with the PDF plugin used in your browser. Most of them are sub-par when it comes to scripts and form fields, unfortunately.

I'm using Chrome, I'd think that should work, right? Not using a unknown browser.

Are you using the built-in Chrome PDF viewer or the Adobe Acrobat plugin?
