Tagging Lists that are also Headers

I'm in the process of tagging a document and ran into a scenario I've not come across before.  The document has a list that is also a header and I'm not quite certain how to best tag it.  Below is how I've tagged it so far up until the problem (red text):

AP 9000 (H2)

I think you might mean headings, not headers. There's a big difference.

 

Headers can have "mates" called footers, and they are the repeating elements at the top and bottom of pages, usually with page numbers and other repeated information. These are always artifacted in accessible PDFS. 

 

Column Headers and Row headers can also be on tables, as well as table Footers, and these are not artifcated. Column and Row headers are tagged as <TH>.

 

Your sample looks like a Heading, such as <H1>, <H2>, etc. These are often called titles and subheads but the correct term in accessibility is heading.

 

I'd tag your sample as an ordinary <H3> depending upon your hierarchy of heading levels. Although it is sort of a list, the <L>/<LI> combination of tags for a numbered heading doesn't make it more accessible. Our testers actually say that method can get very confusing, especially with the sub-paragraphs with <P>, lower headings <4>, and possibly other lists. 

 

One thing we learned from our screen reader testers is that they often quickly navigate to specific sections of a document by headings, and it's easier and quicker to find "1. Background" when it's tagged with an <Hx> tag rather than as a list item.

Yes, I meant headings.  This is all relatively new to me and I'm so thankful for your support!  I'll tag them as headings.
