Text box border color not visible

I can't get the border color for a text box in comments to appear. The tool properties show that a border color is selected but it does not appear.

Can you post a screenshot of your Properties toolbar and/or dialog Box? Yu canbring up the Properties toolbar by pressing Cmd/Ctrl + E.
