Text Boxes Jumping Around to Green Lines

I am on a Mac running Ventura 13.6.2 with an M1 chip. I am using Acrobat Standard v. 2024.001.20615. I am adding text to a PDF. I can't freely move or resize the text box (well I can, but it is super hard). The text box keeps jumping to some green lines that appear when I try to move or resize it. Is there some way to freely move the text boxes. This is driving me nuts.
