Thai text copied from a PDF shows random non-Thai characters when pasted into other apps

I have a PDF which includes both English and Thai text, both display fine in the PDF.

I can copy English text from it with no problems, but when I copy any Thai text and paste it into another application it shows up as random non-Thai characters.

I've attached the PDF here.

The problem happens on both my Windows PC and my Android phone so it appears to be a problem with the PDF, not the viewer software.

Can anybody help figure out what is going on please?

No, not easily. It will involve exporting the file's contents to an image and then re-creating it and running Text Recognition on it, but I'm not sure that Acrobat supports Thai for OCR, and that it would work well on pages with other languages, even if it did.

The font character encoding is probably incorrect. Did you create this file yourself, or did you get it from someone else?

If the former, in which application did you do it?

I downloaded it from the internet. Is there any way I can fix the encoding? I have the full copy of Acrobat.
