The Print Production tool is not available in the online PDF version even if I open it in desktop Acrobat Pro.

What is the workflow/steps you are doing to open the PDF in Acrobat desktop application? A small video recording of the steps you are following and the issue you are experiencing would be very helpful for more clarity.
What is the version of the Acrobat DC you are using? To check the version go to Help > About Acrobat and make sure you have the recent version 23.08.20470 installed. Go to Help > Check for updates and reboot the computer once.
Also try to repair the installation from the help menu (Win Only) and see if that works.
Please try to reset the Acrobat preferences as described here https://adobe.ly/3HwX0X6 and see if that helps.

Unfortunately, I have the system in Czech.
First, I open the online PDF in the desktop application. The Print Production tool is not there.
Then I download the PDF to my computer. When I open it, the tool is there.

The online editor has limited capabilities. Use the desktop version for this advanced feature.

I understand your recommendation.
But even in the desktop version, when I open a document from the online repository, the necessary tools are not available. My only option is to download the online document locally to my computer. Then I have the Print Production tool available. But in the local document I can no longer publish notes for other reviewers.
I can only do that in the online version.
So in the local version of the PDF I can view and review. And in the online version add notes. This is very inconvenient.
