Hello guys, some good news.
After trying to solve it with Adobe team which failed, I have reached out to Microsoft and stumbled upon nice fella who assisted in resolving in a very simple way, hope it will last. It wilI explain the steps we did, so you can recreate:
1) Update the Windows Securty to latest version, I dont know how to find it online, you could search, as they shared the link with me for direct download (I am sharing below screenshot of the file details and version).
2) Download the latest C++ (I am using x64 system) - I dont have the link, but the executable file which was also shared by Msft technician (sharing below the screenshot of the file details and version).
3) Deleted previous C++ installations through Control Panel Programs and Features (I removed x86 and x64 which was showing).
4) Restart the PC
Hope this helps, and I can share the executables I used, however I would trust myself if I find so best to lookup, should be simple to find.

My Windows Securty is up to date. I wanted to make sure I understand the order of the C++ steps. You download the latest C++, and then after that, you delete all of the C++ including the one you just updated?
Note I followed the advice of one of the other users, to change Acrobat to "run as administrator" and so far that seems to be helping. It does ask me when I click on a pdf, if I want to allow Adobe to make changes to my computer, but if I say yes then so far I have been able to see pdfs without getting the error. I haven't tried anything more complicated though.

Thanks for replying. To clarify further, I have left only latest updated C++ x64, all other versions uninstalled.
Unfortunately, when trying to export pdf to word document today, I enoutered same issue again, blocked by Smart App Ctrl. However good thing is many other features including signatures, editing pdfs, converting to excel, organizing, combining pdfs, work perfectly now, but seems some parts of the app and features still have issues.

I don't understand why Adobe doesn't care about this! It is unusable due to Smart App Control. They need to fix this!

OK this makes me even more upset. I managed to chat with an actual human through the Adobe website and they said they will not investigate it unless I have the Pro version. The free version is not supported. What?!? If anyone is listening who has the Pro version and it is also causing problems with the Smart Control App in Windows 11, please try chatting with Adobe about this. They actually had the nerve to try to get me to buy the Pro version!! Why would I pay for something that doesn't work?!?! It is bad enough that it is free and it doesn't work. I expect so much more from a company like this. Just sad.

Have you tried installing the Adobe Creative Cloud App from the Microsoft Store? I was getting downloads blocked and SmartScreen blocking things - the app install for CCD worked perfectly from the MS Store and installing Acrobat and other tools from within CCD was the same as normal.

Same with installing Acrobat Reader - just use the version published in the MS Store
