Yes it is. We pay for Acrobat Pro and we have one user who randomly keeps getting this error when trying to combine PDFs. Why is this happening and how do I fix it? It only happens sometimes. Other times she can combine PDFs without any issue. She does not have the free version (Reader) installed. She only has Acrobat Pro.

Hi Jason,
I have a user that is also experiencing this random and rather annoying issue, did you ever find a solution?

Me too. I had to reinstall Acrobat as a "trial" version to be able to do anything. Now we are being charged twice! 😞

Hi kglad,
Have already tried that.
From my experience Adobe support are as helpful as a chocolate Teapot that has been filled with boiling hot water, placed in an oven and then fired into the sun, in other words not very.

if you're desperate, on the problematic computer you could:
uninstall acrobat including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
restart the computer
reinstall acrobat.
