To safely edit or combine untrusted PDF, how to "clean" non-text & non-images?

I need help to edit and/or combine untrusted PDFs. Is it possible to "clean" to minimize security risk for Windows 10 Enterprise Computers?

Create a new PDF from the PDF.

Use the Sandbox Protections.

Sandbox limits what I can do to a PDF such as printing and combining...I do not know of another way other than "clean" ; CDR Content Disarm and Reconstruction is a way albeit having to keep up-to-date; since everyone I know are using antivirus program which has same up-to-date risk, CDR seems the best for now.
