Toolbar Selections won't "stick"

My IT Department had to recently reinstall Adobe Pro DC (desktop) for updating licensing reason. Even since, I can't seem to get any toolbar changes to stick, i.e., they disappear as soon as I re-open the program. This includes both right-clicking to add some of the Page Navigation and Page Display tools, as well using the "Customize Quick Tools" menu to add some other toolbar changes. A minor annoyance is that I also can't get it to just open in the maximum window view - yes, I've tried the Windows tips to get that to stick, but it doesn't.

Thanks for the suggestions, but I had those set properly already so there's no difference.
