Toolbar Under "Prepare Form" not Showing Up

Hi all,

For some reason the toolbar under "Prepare Form" that is supposed to show up on the right is not showing up for this pdf. Does anyone know why this happens or how to fix it?

Here are two screenshots - the first of the rogue pdf and the second of a pdf where it is showing properly.

When I try to "Merge PDF" into a csv file with the first one, the csv file is corrupt and I can't open it.

Hi Kenny,

Thank you for sharing the screenshot for comparison. 

We see that Prepare form Tool bar acts differently when opening two different PDFs. It moreover looks like a document specific issue, because if it works for one file than it should work for others too. 

It could be a possibility, the file security setting doesn't allow you to make any changes to it. Just Open this file>right click>Document Properties>Security and see if there are any Document restrictions.

Thanks Akanchha, however this did not solve the problem as there are no restrictions on the file.
