Tools Greyed Out for Merged Document

I have a user that does not have access to her editing tools in acrobat DC. All the buttons are greyed out.
Checked to make sure she is signed into the Acrobat program and she is.

However when she tries to edit the entire merged document (i.e. split the document in half) it will only let her access the tools when she chooses a specific document wihin the merged document.

Acrobat DC will not allow her to edit the merged document as a whole.

I was wondering if this had something to do with security. If so and this PDF is protected, the editing tools would become unavailable and greyed out right?
Can you go to menu File -> Properties

And change the Secutity from there to make it possible to edit the PDF file.
