Adobe Acrobat Pro is a primary tool for this. Once you open the scanned PDF in Acrobat Pro, it can automatically initiate OCR, allowing you to select and modify the text. BUT, the accuracy of OCR can vary depending on the scan's quality (the quality of the scan will give a better OCR results). After the OCR process, you can use the "Edit PDF" tool to make changes, such as correcting typos, adding or deleting text, and adjusting formatting.
