Trying to Encrypt a PDF file with a password

When attempting to password protect a PDF, I get the message "You cannot change security on this document because this document is signed or certified." Is there any way to do this (password protecting) with a signed, certified PDF?  (Adobe Acrobat Standard 2017)

Thanks, was thinking that what the issue was. The PDF came to the user signed and was attempting to put a password on it.
