Trying to get the push pin to add file in a document

Hello:  I am using a current version of Adobe, and I am trying to attach files to a document and usually can click on the attachment icon (paper clip) and then it turns the cursor into a push pin, where I can navigate to the area where I'd like to add the file.  For some reason, I am not getting the push pin.  I can choose a file, but it just loads it into the file area but I cannot add it directly to the document itself.
