Trying to mark text for redaction; pointer problem

Hi. I am doing redaction in many pdf files.  In just one of the pdf files, when I try to mark text for redaction, I see the "select" cursor instead of the "block" cursor.  The select pointer just draws a line instead of the block cursor which boxes in the text.  Tried lots of things but cannot change cursor setting in just this one pdf file.

Sorry.  That should be Any suggestions not Amy suggestions....

Please disreagard my post.  I found that I can draw the box around the text I want to redact using the "select" cursor pointer.  Thank you.
