unable to download a document

I am having issues with downloading a document, please see the screenshot below.

How does you download the document?

Make sure you download the file directly, not use Save As PDF or anything like that, then open it using Adobe Acrobat or Reader.

The document was downloaded correctly.

This message says that you are not using real PDF reader software even though this PDF-XFA document requires Acrobat (Reader or Pro) to be able to view and use it.
