Unable to open Adobe doc - if it does open no tools are available

Been having an issue for the past several days.   When opening PDF it will open for a second and then immediatley close.     If it does happen to open, no tools are available

I am unable to open any pdf document; says I need permission to open the Adobe Acrobat and that I need this from the ADMIN... This is a personal computer and I am the admin.  Went to GET INFO and I see myself there.  Dont want to uninstall and pay for a reinstall.   Pay monthly already.
