Unable to preview three PDF files

Hello,

There are three PDF files that know one in my company is able to preview. Eveyone is able to use their preview feature in Windows explorer to preview (using both Win 10 and Win 11) evey other PDF file without a problem - its only these three files that will not preview. I am personally running Adobe Acrobat 9 standard Verion 9.5.5. I attempted to update Adobe and that didn't resole the issue, I checked the size of the PDF files and even reduced the size and that didn't resolve the issue. When anyone attempts to preview these these three PDF files you get the follow message - 



Has anyone seen this issue before? Do you know a resolusion?

Does the file name contain the character '#' ?

Yes they do - the files names are 
Chagne order #1 

Change order #2

Change order #3

Remove this character and you will see the preview.

I just removed the # and now they preview.
