That is normal, they might be trying to open the file using browsers and most of the modern browser don't use Adobe's functionality to view pdf's.
And portfolio can be viewed only in Adobe Reader or Acrobat. I would suggest you recommending your recipients to download the file and open in Reader.

I have reader and Acrobat X and Acrobat DC and I cannot open the file once posted to the cloud.

Do i need Acrobat X ? we have Adobe Acrobat DC and Adobe Reader DC
Or is the problem with One DRIVE?
I need the file to be a live link as I will be editing it in real time and students need to see the updates as the refresh.
