When I am commenting a PDF in Acrobat Pro, why can I not select text with the Strikethrough Text Comment Tool if the text is also a hyperlink? When I attempt to use the comment tool, the first click activates the hyperlink and takes me somewhere else.
What is the work-around?

It depends. If it's an actual link object then there's nothing you can do about it, unless you remove it. You can start the highlight a bit before it and end it a bit afterwards. If it's an "ad-hoc" link created by the application over a static URL then you can disable that option (via Preferences - General - untick "Create links from URLs"), then add your highlights and enable that option later on.
