Watermark not displaying after converting word to PDF

Hi There,

 

I'm having an issue on multiple Macbooks when converting from MS Word to PDF. The watermark image does not display once the file is converted to PDF it displays as per the attached image. Please advise on a way forward.  It works when selecting the option "best for printing" but 

 

Not sure if it is settings related. It needsto work whenen using the " Best for electrionic distribution and accessibility"
