WebDAV: Acrobat uses wrong URL encoding when uploading PDF for shared commenting

these days I tried to start a shared review using our WebDAV server.

I used the german windows version of Acrobat Pro DC (2022.1.20169).

Here are the steps Acrobat performs when creating a review for mydoc.pdf:

- Upload a 21-byte test file "com.adobe.acrobat.webdav.writeability.txt"

- Delete that test file

- Upload a 9-byte test file "mydoc_%DCberpr%FCfung.pdf

- Delete that test file, too

- Upload the actual PDF file as "mydoc_%C3%9Cberpr%C3%BCfung.pdf"

The latter name/URL is also included in the mail sent to reviewers.

My problem now is that our WebDAV server does not like the name of the second test file, because that URL is not valid UTF-8 ("%DCberpr%FCfung" is "Überprüfung" in ISO-8859-1 encoding while "%C3%9Cberpr%C3%BCfung" is the same in UTF-8 encoding).
Renaming the file is not an option because that suffix is added by Acrobat. The wrong encoding also applies to characters in the original file name though, e.g. if I named it "Überprüfung.pdf".

Surprisingly, this does not seem to apply to the Mac version of Acrobat Pro DC.

Is there any chance to get this fixed?
