When adding a digital ID Adobe DC never actually adds it after entering the password and it continues in a loop and I never actually get to add the ID.

What happens when you try to add the Digital ID in Acrobat DC? Do you get any error message? If yes, please share the screenshot or a small video recording of the same for a better understanding.
Also, make sure you have the application updated to the recent version 22.1.20117 (Win), and 22.1.20112 (Mac). Goto Help > Check for updates and reboot the computer once.
Please try to reset the Acrobat preferences as described here https://community.adobe.com/t5/acrobat-discussions/how-to-reset-acrobat-preference-settings-to-defau...see if that works.
Also, try to create a new test user profile with full admin rights in Win or enable the root account in MAC and try using the application there and check.
