When making form fields, the answer box moves to bottom of the page

This is a long shot, I hope someone can help me.

When I'm highlighting a box using the reading order to make it a form field, the entire box from the design moves to the bottom of the page, and then can't be moved back. This happens with every box in my design.

Can anyone help?
