Why Acrobat is not saving the embedded index after creating it?

I created an embedded index for a pdf file. I see it says "The document contains a valid embedded index.". However after the saving the file, I recheck and I see "The document does not contain an embedded index.".
I am able to save the index when using a custom action for creating the index.
Why is Acrobat not saving the embedded index when I save it manually?

Not sure if it's the answer but are you aware that embedded indexes won't work any more (pretty much) ? Please see https://helpx.adobe.com/acrobat/kb/enable-embedded-index-to-search-pdf.html
