I think you might be in protected mode but the PDF you are opening only works if you are not in protected mode

Pop up appears when Adobe Acrobat can not be launched into Protected Mode due to some system configuration.

• Please let me know your system details and if the issue started appearing recently ?
• Are you using some Antovirus or antimalware
• Is Adobe Acrobat being run in compatibiity mode.
