Why does CTRL duplicate pages when in organize mode?

 Occasionally, when I press and hold CTRL and click on pages I'm trying to remove from the pdf document, while in orgainize mode, it will spontanuously create dupplicate pages. It does not happen everytime, as I can usally delete the pages, but it's quite annoying that it seems to be random and or happen when the doc is more than 15 pages.

This is the normal behavior for holding down Ctrl when dragging and dropping an object.

Drag a file in on the desktop and hold down Ctrl and you'll see that a copy of it will be made.
