Why is Adobe Acrobat Pro is merging my layers? Is this a glitch? Preferences setting?

Why is Adobe Acrobat Pro is merging my layers? Is this a glitch? Or a preferences thing? I am not a Acrobat PRO. I do have 30+ years as a graphic designer though. I am having the WORST time wotking in this program.  I am almost finished with this editable address label (created in FORM) and AAP decides that it will merge my layers. All by itself. As you see there is a black outline on each label. This is my template that I was going to delete after finishing the text layers.

•What do I do to stop this behavior?

• Is there any salvaging this document?

•Can I remove the image and keep the text boxes?

• Export the text boxes for the next sheet of labels?

LATEST

Acrobat does not merge layers (if not instructed to flatten the file). You need to show the document before the “merging” operation.
