Word docx to PDF fillable form

Here is my question. I have a client with a word docx that wants a fillable pdf form. That part is easy. However they want their clients to be able to open the file, fill out the form and send back without having to download Acrobat. Is this possible? I'm trying every angle here and not getting the results they want. I can make the pdf form no problem but when I send it to my client they say the file is flattened. What step am I missing here?

They can fill the form with Acrobat Reader.

Yes, I understand this but my client is worried that most of her clientele will not have Acrobat Reader on their computer. My guess is I will have to tell them to prompt their clientele to download the free version or to put a link to the free version in her email.
