In Acrobat Reader - Preferences - accessibility I have marked Use Windows Color Scheme (windows 10 - theme High Contrast Black).
This setting is working for most of pdf-files I have downloaded from different websites.
For some pdf-files there is no change of colors at all.
I want to have black background and white text because I have problems to read texts with white background and black text.
The file you supplied is a PDF/A compliant file. You can not use replace colors in accessibility unless you remove that first which, can not be done in the free version of Adobe Reader (you would need the full version of Acrobat).

That could depend on the pdf itself. The ones where the background colors and text do not change could be scanned images saved as a pdf file. Do you have a link to an example pdf that has this problem we could look at?

I have open pdf that I have scanned and as you say it is not changed.
