Acrobat Reader DC does not open signed PDFs

I'm using the latest version of Reader DC and when I try to open a signed PDF it doesn't open. I just get a spinning circle. Windows 7. I have no error messages, no events, nothing. It just doesn't open. If I uncheck "Verify signatures when the document is opened" the PDF opens. My network was down, and when I had that box checked, the PDFs opened, but as soon as connectivity was reestablished the signed PDFs would not open.

I used the Adobe Cleaner to uninstall the program and I used the offline installer. Something during the verification process is making the program hang. It's not giving me an error, it's waiting for something. Verification most likely. Verification never comes so it just sits and waits. That's my guess, but I can't be sure because it's not generating any logs, events, error messages. Nothing. It just doesn't open.

It only happens with signed PDFs. Unsigned PDFs open up without issue.
